Superstorm Basements

In this Thursday, Jan. 17, 2013 photo, seen through the beams of a gutted wall, Irene Sobolov, left, sits at a table while her 10-year-old son Joey Sobolov works on his fifth grade science homework in their home in Hoboken, N.J. The living and dining rooms of the Sobolov's home, which are below ground in the basement of their home, were damaged in the floods caused by Superstorm Sandy. Many people in Hoboken, Jersey City and Manhattan who live or have businesses in garden-level buildings have had their flood insurance claims denied, because full coverage does not extend to structures that are underground. Home and business owners are now eligible for grant money under the federal Sandy relief bill, but some are calling for the national flood insurance rules to be changed, saying they are unfair to urban areas.
